The European Commission delegated to the United Nations Development Programme (UNDP) the full implementation of the European Union Election Observation Mission – El Salvador 2008-2009 (transport, procurement, contracts, financial management, selection of support staff, security). The two Project Directors of UNDP were Philip Clist (for activities in El Salvador) and Eric de Hennin (for activities carried out in Europe), a well-known duo that has worked in many missions coordinated all activities with national and European suppliers, the European Commission, the European Parliament and the mission Core Team. Later (presidential elections), Constantin Van Paemel replaced Philip Clist who had other important professional obligations to fulfil in Brussels.

Philip Clist: after university studies in interpretation and languages, marketing and computer programming, Philip concentrated his career in the United Nations in Geneva (ITU, Unesco) and the European Commission in Brussels (head of the Information department of the Erasmus Programme, Coordinator of cooperation projects in education and training in Latin America and the Mediterranean). Philip has been Project Manager in some 18 European Union Election Observation Missions or technical assistance schemes.

Eric de Hennin: After obtaining his Master’s degree in marketing, business administration and finance, he founded Linea Communications, a communications and events management firm. Furthermore, he worked for several Internet Service Provider companies as Marketing and Sales Manager. In addition to his professional background, he also held the position of Communications Advisor to a Secretary of State and Minister in Brussels for 2 years. Since 2005, he has been a Core Team member twice as Operations Expert, and Project Manager in 9 European Union Election Observation Missions for UNDP and GTZ.
